Can Tourists Get a Hotel Tax Refund in Korea? Eligibility & Steps

You may have seen travelers say they received money back after staying at a hotel in Korea. The benefit is real, but it does not apply to every hotel, every booking, or every guest.

Quick Answer

Foreign individual tourists can receive a VAT refund on eligible room charges only when they stay at a hotel or other accommodation officially designated for the program during the relevant period. The stay must generally be VAT-inclusive and no longer than 30 nights. Package-tour guests, separately purchased breakfast, service charges, and stays over 30 nights are not eligible under the official guidance. Confirm the exact hotel and rate before booking because the participating list is updated by quarter.

Can Every Hotel in Korea Offer a VAT Refund?

No. A hotel must be listed as a special accommodation facility under the tax-refund provision for the applicable period. A tax-refund sign at a shop, a VAT-inclusive rate, or a hotel's star rating does not prove that your stay qualifies.

The Ministry of Culture, Sports and Tourism publishes quarterly designation notices. As of September 14, 2026, the ministry's revised third-quarter notice lists 109 participating facilities for July 1 through September 30, 2026. A separate fourth-quarter application notice has been published, so guests staying later should check the newer designation notice once it is available.

Before you pay: Check the official quarterly notice and ask the hotel whether your exact reservation and room rate qualify. Do not rely only on a travel-platform badge or an old hotel list.

Who and What Qualifies?

RequirementMay qualifyDoes not qualify
AccommodationA VAT-inclusive stay at a facility designated for the applicable periodA hotel or accommodation not designated for that period
TravelerA foreign individual tourist who is a qualifying non-residentA package-tour guest, diplomat, U.S. military member, or person employed in Korea
Length of stayRoom charges for up to 30 nightsA stay exceeding 30 nights
BreakfastBreakfast included in the room rateBreakfast purchased separately
Other chargesEligible VAT-inclusive room chargesSeparate service charges and other extras
DepartureDeparture from Korea within three months after the accommodation was providedDeparture outside the required period

Korea Tourism Organization guidance also states that eligible foreign visitors must be staying in Korea for up to six months. Overseas Koreans have separate residency and stay-length conditions. Reservations made under a company name or through an agent may be excluded, so the named guest should confirm the booking arrangement directly with the property.

How to Check Before Booking

1. Find the current listOpen the latest quarterly designation notice from the Ministry of Culture, Sports and Tourism.
2. Match the propertyCheck the English or Korean hotel name and address, not just a similar brand name.
3. Ask about your rateConfirm that your exact room rate is VAT-inclusive and eligible for the hotel refund program.
4. Ask about documentsConfirm what the hotel needs at check-in or checkout and how its refund operator pays the refund.

Participation can change between quarters. If your stay crosses into a new quarter, ask the hotel which designation period and checkout date control the claim. The hotel and the current ministry notice are the safest sources for a specific reservation.

What to Prepare at the Hotel

  • Your physical passport or the identification method specifically accepted by the hotel.
  • The reservation name and booking confirmation.
  • The hotel invoice or refund document issued for the eligible stay.
  • The payment or refund method requested by the hotel's refund operator.

The official guidance establishes the eligibility rules, but the practical refund channel can vary by property and refund operator. Do not assume that every hotel pays cash immediately or that every refund goes back to the card. Ask the front desk to explain the method and expected timing before checkout.

What If You Booked Through Agoda, Booking.com, or Another Platform?

The booking platform alone does not prove whether the stay qualifies. What matters is whether the property is designated for the relevant period and whether the exact reservation meets the program's conditions. Before choosing a non-refundable rate, send the hotel your stay dates, reservation type, and booking channel and ask for written confirmation.

Do not treat a platform's generic “taxes and fees” line as proof of eligibility. The property must confirm whether it can issue the required documentation for that rate.

How Much Will You Get Back?

Do not assume the refund will equal the full amount of VAT shown in a simple calculation. The amount you receive can depend on the eligible room charge and the refund operator's process. Use the hotel's written estimate or refund document rather than a percentage promised by an unofficial post.

Quick FAQ

Is the hotel VAT refund available throughout Korea?

The program is national, but only facilities designated for the applicable period can participate. Check the current official list rather than assuming that every hotel in Seoul, Busan, Jeju, or another city qualifies.

Does breakfast qualify?

Breakfast can be included when it is part of the room rate. Breakfast purchased separately is excluded under the Korea Tourism Organization guidance.

Can a package-tour traveler claim it?

No. The official accommodation guidance identifies foreign individual tourists and excludes group tourists traveling on package tours.

Can I claim after staying more than 30 nights?

No. The eligible room-charge period is up to 30 nights; stays exceeding 30 nights are listed as ineligible.

Do I need to carry a passport?

Passport verification is commonly part of tax-refund eligibility checks, but the accepted identification process can differ by operator. Ask the hotel what it requires before arrival and keep the required document available at checkout.
